१.the Flag made of paper may be waved by public on occasions of important national, cultural and sports events. However, such paper Flags should not be discarded or thrown on the ground after the event. As far as possible, it should be disposed of in private consistent with the dignity of the Flag

dignity of the Flag

२. when the Flag is in a damaged or soiled condition, it shall be destroyed as a whole in private, preferably by burning or by any other method consistent with the dignity of the Flag.

पुन्हा तेच - dignity of the Flag

In case flags are to be flown in a closed, i.e., complete circle, the National Flag shall mark the beginning of the circle and the flags of other countries should proceed in a clockwise manner until the last flag is placed next to the National Flag.

"beginning" of the circle कसे शोधायचे.

It is not necessary to use separate National Flags to mark the beginning and the end of the
circle of flags. The National Flag shall also be included in its alphabetical order in such a closed circle.

Nitin,

I totally believe that the government is serious about the flag. That's why we have the rightful expert institute BIS to take care of the standards related to the flag.

As mentioned by Ajit, you will get the details about the flag code.

The dignity of the flag means : to achieve the goal that that flag does not get discarded unattended avoiding the situation where the public sees it in miserable condition.

First point: the flag must be discarded IN PRIVATE. One should not make it a public event. It should not be visible to large audience. I'd even say that there should not be any recording / publishing of the process.

The person who is discarding the flag in private should have the respect and know why it needs to be done (maybe the flag is soiled or damaged or cannot be placed safely over the time)
It's like last rituals to the person you love. It has to be done seriously as your duty.

For most of the arrangement the FIRST would be obvious, when you know where the audience is. For the circle, you have the 360 degree freedom. If you follow the sequence and the other rules, it will be correct.
